City Parking

According to the City"s Mayor"s Office of Strategic Planning they have 
no on street motorcycle parking policy. The City considers an automobile

as far as parking meters, and other parking regulations. Parking on 
sidewalks is dealt with on an ads hoc basis: if the abutting property 
owner shows no concerns and there is no undue disruption to pedestrian 
traffic, then motorcycle parking is condoned. Most motorcycle parking in

center City is handled by off-street lots and garages, each of which has
its own policies in that regard. According to the mayor"s Office, the 
bottom line is that motorcycle parking has never been perceived as an 
acute issue, and thus it "hasn"t garnered much attention."

Additionally, this very neat peice passed in 2001 making it illegal for a subordinate government to have a low prohibiting multiple motorcycle paring per spot in parallel spots.

Passing

Passing on double yellow has been a subject of much discussion. According to Consolidated Statues Title 75, Section 3305:

No vehicle shall be driven to the left side of the center or marked center line of 
the roadway in overtaking and passing another vehicle proceeding in the same direction 
unless the left side is clearly visible and is free of oncoming traffic for a 
sufficient distance ahead to permit the overtaking and passing to be completely made 
without interfering with the operation of any vehicle approaching from the opposite 
direction or any vehicle overtaken. In every event the overtaking vehicle must return 
to an authorized lane of travel as soon as practicable and, in the event the passing 
movement involves the use of a lane authorized for vehicles approaching from the opposite 
direction, before coming within 200 feet of any approaching vehicle.
